Senate Minority Leader Chuck Schumer said Democrats are willing to discuss healthcare as long as Republicans scrub the idea of repealing Obamacare and instead negotiate changes to the nation's healthcare law, The Washington Times reported Tuesday.

Schumer and the entire Democratic caucus wrote a letter to Senate Majority Leader Mitch McConnell and the chairmen of the Senate Health and Finance committees hours after Sen. Bill Cassidy, R-La., accused them of being "passive" on the problems brought about due to Obamacare.

"If repeal is abandoned, we stand ready to work with you to help all Americans get the affordable health care they need," the letter stated.

"Instead of trying to change the House's 'repeal and replace' legislation, which has an uncertain path to the President's desk, you could instead choose to work with us on a bipartisan health reform package that can garner 60 votes in the Senate and pass the House with Republican and Democratic votes," the letter read.

Topics outlined in the letter that could find bipartisan agreement included reducing the cost of prescription drugs, cutting premiums and out-of-pocket expenses, stabilizing insurance markets, and expanding coverage for individuals, families and small businesses.

How the two parties envision getting there could be problematic, however. Democrats have proposed programs that expand government involvement, such as lowering the age for Medicare eligibility and offering more generous subsidies. Republicans have called those proposals "more Obamacare."

On Tuesday, Cassidy appeared on morning talk shows calling for more Democratic involvement in the healthcare process as the Senate reviews the American Health Care Act passed last Thursday by the House without a single Democratic vote.

"They say things, 'Well, I haven't been called yet,'" he told CNN. "My god, quit being passive. Come forward with proposals to help those middle-class families paying too much for their premiums."
