Giuliani: Dangerous Forces Filling 'Vast Vacuums' Caused By Obama

Leading from behind has created "vast vacuums" that dangerous forces are filling, former New York City Mayor Rudy Giuliani said Thursday, and that trend won't be turned around until the nation elects a president who is "a leader, not a follower."

"It's either Islamic terrorism, Russia, China — China trying to expand in the South China Sea and America doing nothing," Giuliani told Fox News' "America's Newsroom."

Further, he said President Barack Obama has ruled out putting boots on the ground in the Middle East, but "we need a military presence in that part of the world that wants to come here and kill us."

Giuliani said he favors creating a no-fly zone on the border with Syria and Pakistan, as when those were in place, the areas were "a lot more peaceful" and terrorists were on the defensive.

"It's hard to be planning attacks on the Internet when you are being shot at, which is why we were safe for 8 or 9 years under President George W. Bush," Giuliani said.

He said he also favors giving the Department of Homeland Security and Chief Jeh Johnson, who he praised as being a "good choice" the job of training the nation's police departments about detecting terrorism.

"He can bring in Ray Kelly, Commissioner Bill Bratton; he can privilege in people who have expertise," said Giuliani. "I taught this all over the world. Look for someone hanging around a train station too long. People who are casing the place or maybe giving courage to that woman who saw the San Bernardino killers in the garage doing suspicious things which she never turned in."

The former mayor, who was also on MSNBC's "Morning Joe" program Thursday, told that program that the nation is not safe and that on Monday he traveled to San Bernardino to speak with workers at Inland Regional Center, were 14 people were killed last month.

"I said to them that after 9/11, I  always dreaded having to come to something like this, meaning another attack," said Giuliani.

"We were very fortunate for a long period of time. But then I said to them, 'I hate to tell you this, but you're going to be needed to help comfort other people in the future,'" as he believes more attacks will happen this year.

Meanwhile, the candidates for the presidency are "lumping themselves together" when it comes to Muslims, but terrorists have a "certain interpretation of the Koran," which the majority of Muslims do not share, said Giuliani, comparing the situation to blaming Italian-Americans for the crimes committed by the Mafia.

But Americans need to be told they're not safe, he continued, so they can be alert.

"Remember that San Bernardino might not have taken place in the woman had reported the Arab looking people who were doing strange things in the garage," said Giuliani.  "People have to be alert."
