Sen. Richard Burr: Take the Fight to ISIS

The U.S.-led coalition fighting the Islamic State has made some progress in fighting the Islamic State, but still has not "made the progress we need in order to eliminate the threat ISIL poses," Sen. Richard Burr said in Saturday's GOP address.

"The challenge we face today is unlike one we have ever known," the North Carolina Republican said. "The terrorists are not new and their message is not new. It is their leveraging of our freedoms, technology, and innovation to kill that makes this new and a real threat. That’s why the Obama Administration needs to treat the threat posed by ISIL seriously and lead a campaign to defeat and not merely “contain” the terrorist group."

Defeating ISIL, also known as ISIS, in Iraq and Syria remains the principal way to prevent attacks inspired by the terrorist group here in the United States, he continued.

The senator, who chairs the U.S. Senate Select Committee on Intelligence, discusses CIA Director John Brennan's recent testimony before his committee, when Brennan predicted more attacks like those in San Bernardino and Orlando.

“Director Brennan made it clear that ‘despite all our progress against ISIL on the battlefield and in the financial realm, our efforts have not reduced the group's terrorism capability and global reach,'" said Burr. "Even more worrisome, he assesses that as the pressures mount on ISIL, it will ‘intensify its global terror campaign.’”
Burr also called on the continued protection of the nation's phone calls and online transactions, and believes "we can live in a free and open society while still being safe."

But laws that were enacted to provide security for the nation's law enforcement and intelligence communities are out of date and in some cases no long applicable, said Burr, and the days are past when the United States could be protected by two oceans.

In addition, the Obama administration has not directed the nation's full capabilities to defeat the Islamic State, said Burr, and he fears that the question is not if there will be a new attack, but when, and he is "not willing to accept that as a new reality and a new norm."
