Newly obtained documents show that Orlando shooter Omar Mateen, who killed 49 people at Pulse nightclub before police shot him dead on June 12, was an expert marksman with a handgun.

released Florida state records showing Mateen, 29, first took classroom and range training in 2007 to obtain a "Class G" Florida firearms license. After 28 hours of training, Mateen scored above 90 percent on all the written tests and at the shooting range.

Mateen subsequently returned for marksmanship tests almost every year from 2008 to 2014, and each time scored 100 on the written exams, and above 200 at the range out of a possible 240.

G4S Security Solutions, Mateen's employer before the massacre, has said that Mateen passed a psychological evaluation in 2007, which was a requirement for his security-guard certification.

But NBC News spoke to the physician listed as the examiner on the record, Dr. Carol Nudelman, and reported that she said she never administered any tests to Mateen, and in fact did not work for the company, which was then known as Wackenhut, at that time.

G4S issued a statement attributing the discrepancy to a clerical mistake, and added:

"On joining the company in 2007, [Mateen] underwent extensive and rigorous background checks which covered several areas including a mandatory psychological evaluation, employment and education history, national, state and local criminal records check and a drugs test. A second criminal records check was conducted in 2013. In both instances, the checks were clear."

G4S further said that although a former employee claims he "raised concerns with the company about Mateen," an internal investigation revealed no records of any complaints about the American-born son of Afghan immigrants.

Judicial Watch also said Mateen had a "spotty" work history before joining Wackenhut and included a six-month stint as a prison guard.

"This information raises new questions about how and why the Obama administration failed to stop Mateen before he committed his heinous act of terrorism," Tom Fitton, Judicial Watch president, said in a statement about the documents.
