John Kerry: Battling Ideology Behind ISIS, Terrorism Will Take Years

The United States is "slowly and steadily deteriorating" the ability of the Islamic State to recruit new members and stage attacks such as the ones in Brussels this week, it will still take several years to reduce the ideology that leads to individual acts, Secretary of State John Kerry said Friday.

"Even though we've destroyed the core of al-Qaida and we did, there are al-Qaida operatives out there who continue to represent a threat, but they don't represent a complete shredding of the fabric of your life," Kerry told CNN's Erin Burnett on the network's "New Day" program.

Tuesday's attacks, said Kerry, weren't only against Belgium, but "it's an attack on civilized people in countries around the world. It's an attack on people who weren't even here and who weren't killed, because it is an attack on everybody's ability to move freely, to live without fear, and that's what the terrorists want.

"That is precisely why we have to continue as we are to go after Daesh," he told Burnett, using the alternate name for the group. "If you left Daesh unattended to and you didn't go after them, the results would be absolutely devastating," said Kerry.

Meanwhile, Kerry said there are "strands of intelligence, here and there," about other potential attacks, but as for now, there are foreign fighters who have come out of Syria and are now in various places worldwide, including in the United States, where some 500 Americans have gone to Syria to fight with the Islamist terrorists.

An attack has already occurred, in San Bernardino, from foreigners who were radicalized, said Kerry, but "many people have left Daesh, recognizing that it was a lie."

"I believe very deeply that as we put additional pressure on Daesh in Syria and Iraq, it is entirely possible that in some other part of the world people will lash out out of desperation," said Kerry.

But constant preparation is needed to prevent further attacks in the United States, said Kerry.

"If somebody wakes up one morning in their apartment and decides they want to kill themselves and take somebody with them they can most likely find a place on a subway, on a bus, in a market somewhere to do it, unfortunately," said Kerry.

"This is a difficult challenge, and frankly, it's quite remarkable that our law enforcement community, our intelligence community, our police, have done as good a job as they have done of protecting us here both in America, as well as in other parts of the world."
