In a challenge to President Donald Trump, California Gov. Jerry Brown will announce plans for a global climate summit in San Francisco, The New York Times reported.

Brown is expected to make his announcement on Thursday evening in a video conference address to a global citizen festival in Hamburg, German.

"Yes, I know President Trump is trying to get out of the Paris agreement, but he doesn't speak for the rest of America," Brown will say in the video, the Times reported.

A preview of his address was provided to the newspaper by Brown's aides, who said he will invite "entrepreneurs, singers, musicians, mathematicians, professors" and others to a September 2018 conference in San Francisco.

"We in California and in states all across America believe it's time to act," Brown will say. "Look, it's up to you and it's up to me and tens of millions of other people to get it together to roll back the forces of carbonization and join together to combat the existential threat of climate change."

Trump had said in May that the U.S. would withdraw from the 2015 Paris pact in which nearly 200 nations pledged to curb greenhouse gas emissions.

Meanwhile, Brown has a history of being active in fighting climate change, the Los Angeles Times noted.

Most recently, Brown has traveled to China as America's unofficial climate ambassador, the newspaper reported. He also has hosted the president of the United Nations conference on climate change at the governor's mansion.

Brown has said his goal was not to antagonize Trump, The Times reports, but he insisted more needs to be done on climate change.

"You can't do too much to sound the alarm because so far, the response is not adequate to the challenge," he said.
