A Jeb Bush campaign blueprint obtained by U.S. News & World Report shows plans to attack GOP presidential rival Marco Rubio as well as advertising allocations and Iowa vote goals.

The 112-page document expands on a 45-page PowerPoint presentation given to reporters following a Monday meeting with leaders and donors designed to alleviate their fears in Bush's flagging campaign.

Bush's description of Rubio as the GOP's Barack Obama was in the document, but so were more serious allegations, calling Rubio a "risky bet," U.S. News reported.

Rubio's past use of a state party credit card for personal use when he was a state lawmaker is included, as is his "closeness with Norman Braman, who doubles as personal benefactor," which, the document says, "raises major ethical questions."

Bush's campaign also believes Rubio's "Tomorrow versus Yesterday" theme won't work against Democratic front-runner Hillary Clinton in the general election.

Finally, there is the line, "Those who have looked into Marco's background in the past have been concerned with what they have found."

U.S. News quoted a Bush aide as saying that refers to what the Mitt Romney campaign found while vetting Rubio as a possible running mate in 2012.

Private poll numbers found Bush tied for third (10 percent) with Ohio Gov. John Kasich in New Hampshire, behind Donald Trump (26 percent) and Ben Carson (13 percent.) Rubio was next at 8 percent.

Bush has essentially written off Iowa, where he has had trouble connecting with the state's evangelical voters. But still aims to work for a decent showing. He has identified only 1,281 supporters there despite his best efforts.

Bush plans a $10.8 million ad blitz in January, focused mostly on New Hampshire, where he will spend $5.6 million. $2.7 million will be spent in South Carolina and only $1.4 million in Iowa.
