Gen. Jack Keane: Syria 'Center of Gravity' for ISIS

Syria is the "center of gravity" for the Islamic State (ISIS), and President Barack Obama should make it a greater focus in the battle against the radical militants, retired Gen. Jack Keane told Fox News' "America's Newsroom."

"The facts are the headquarters is there. The logistical infrastructure is there. That's where the recruiting takes place. And, that's where the training takes place," Keane, a retired four-star Army general, said Friday. "Syria is the center of gravity for ISIS."

Keane said Secretary of Defense Chuck Hagel and "other people in the administration" had questioned the White House strategy that focused on being able to "defeat and destroy" the Islamic State in Iraq, while only aiming to "degrade" the militants in Syria.

"Anybody that looks at this strategy, the fact that we separate the two countries, and we have priority for Iraq and a secondary mission for Syria, is not the way the enemy looks at it. The enemy looks at this as one whole swath, Syria and Iraq," he said.

Despite airstrikes in Syria, the Islamic State was "on the move and on the march," Keane said, adding the administration had not "come to grips with fixing [the strategy] and getting on with it."

"The longer we let this drag out, the more radicals are going to be inspired and motivated to kill people in their own countries, as is unfolding every day before our eyes," he said.

The territory the Islamic State has gained in Iraq and Syria was "a beginning" in its goal to establish a caliphate, Keane said, adding "they do indicate that they intend to dominate Arab Muslim lands in the region."

Keane suggested the U.S. should establish no-fly zones over Syria and create "buffer zones for the refugees."

"What that will do is will stop [Syrian President Bashar] Assad from pounding the Free Syrian Army, who we're trying to assist. Here we're going to train members of the Free Syrian Army, and Assad is killing them every day with his air power. Makes no sense," he said.
