A behind-the-scenes rift between GOP House leaders and some members of the conservative Freedom Caucus is reportedly stalling a threatened floor vote to impeach IRS Commissioner John Koskinen.

The Washington Examiner reports House Majority Leader Kevin McCarthy said Tuesday some GOP lawmakers don't believe the actions of the embattled commissioner — who's come under fire in the fallout from the agency's 2013 conservative groups targeting scandal — rise to the level of impeachment.

"The definition of impeachment, people have a different opinion," the California Republican tells the Examiner. "That is the discussion that goes around in our conference. That is the internal discussion we are having."

But a GOP aide affiliated with the House Freedom Caucus tells the outlet the hard-right conservatives "fully intends to pursue impeachment" though the timing is uncertain and will likely be put on hold until lawmakers meet privately.

Republicans have accused Koskinen of mismanaging the agency in the wake of the targeting scandal, and of not doing enough to preserve IRS emails that may have shed light on how far the scandal extended into the Obama administration, the Examiner reports.

McCarthy said since both the Judiciary and House Government and Oversight Committees share jurisdiction, he wants to make sure both panels weigh in. The Oversight panel already voted to censure Koskinen — and the panel's chairman, Utah GOP Rep. Jason Chaffetz, R-Utah, believes he should be impeached

"Is there enough legislative evidence for impeaching Koskinen?" McCarthy asked, the Examiner reports.

"It's determined by what the level you believe impeachment is. Gerald Ford had one opinion. Others believe it rises to a different level."

National Public Radio reports many Republicans are reluctant to have an impeachment fight weeks before an election either.
