Sen. Portman: GOP, Dems Can Find 'Common Ground' on Immigration

The message voters sent in the midterm elections was that it was time for President Barack Obama to work with Congress and "get stuff done," Sen. Rob Portman told Fox News' "America's Newsroom."

That meant Obama should not act alone by changing the immigration system through executive order, Portman said, adding he thought Democrats and Republicans could find areas of agreement, because each side believed the "immigration system is broken."

"The American people have spoken. They've said, among other things, they would like for us to work together and get stuff done," the Ohio Republican said Monday. "We have different approaches to it. But, there's some common ground here."

Portman stressed that enforcement was a priority in dealing with problems stemming from immigration, but also recognized that "we've got to deal with the [illegal immigrants] who are here."

Portman said he thought an executive order on immigration would be "illegal" and likely "overturned at some point," adding he also expected a lawsuit would be filed over the matter. But, because of the legal process, he said it was possible a lawsuit couldn't be resolved until after Obama left office.

Congress did have recourse short of shutting the government down, should Obama choose to act independently on changes to the immigration system, Portman said.

"If the president acts before December 11, I think there'll be a lot of Republicans who will be frustrated with him and say, 'OK. We're not going to provide funding for him to execute this executive order.' That's not shutting down government," he said.

Portman anticipated government would "continue to stay open through the fiscal year," because lawmakers in Congress were not interested in a government shutdown.
