Rep. Ed Royce: Time for Obama to Lay Out Strategy Against ISIS

It's time for President Barack Obama to lay out a strategy to hit the Islamic State (ISIS) hard, because they feel "invincible" with the territorial gains they've made, Rep. Ed Royce told MSNBC's "Morning Joe."

Obama will meet with congressional leaders Tuesday to discuss the threat posed by ISIS, and is expected to begin to outline a strategy to combat the terrorist group in an address on Wednesday.

"It's important that the president lay out a strategy, [a] long-term strategy," the California Republican said Tuesday. "They've taken a lot of territory. And they've got this feeling now that they're sort of invincible. They need to be knocked back hard in order to send the message to the insurgents [that they are] far from invincible."

Royce, who chairs the House Foreign Affairs Committee, said a strategy should include strikes against camps where ISIS trains foreign fighters because of the threat they pose if they return to their home countries.

"What I want to hear is that the focus is going to be on the training base upon where ISIS brings in these foreign fighters and gives them this capability.

"It's that safe haven, it's that sanctuary that's used to prepare the ISIS fighters from all over the world now — most of them are not from the Middle East — to attack not just these targets, but also to go back and attack Britain, or, potentially, Australia or the United States," he said.

Royce said he "absolutely" believes ISIS will not be defeated without airstrikes against them in Syria. He called it a "missed opportunity" not to have attacked them in previous months when they were "on the march out on the open desert."

"They have a base of operation [in Syria]. They have munitions depots there, doing their training there. Hit that target," he said.

The United States also needs to provide aid to the Free Syrian Army and support the Kurds "with the anti-tank missiles that they needed," Royce said, adding that he expected Obama's plan to include that, as well.
