When Declan Kelly left the State Department to co-found Teneo Holdings in 2011, five State staffers went with him. The Daily Caller has recently revealed who those five people are.

Teneo Holdings, now one of the world's top PR firms, has faced close scrutiny since its founding due to its close relationship with the Clinton family. Former President Bill Clinton joined Teneo as a consultant in 2011, but left a short time later.

The Daily Beast called Teneo "a revolving door for Clinton staffers and Clinton money."

"They used the Clinton connection to launch it," a former employee told Politico last April. "The pitch was: 'Yes, we'll be just as good as anybody else at doing the substantive work that you need a consulting firm to do for you — but we're going to bring all these relationships to the table at the same time.'"

Among the five former State employees who joined Teneo are Stephen W. Meahl, Therese O'Higgins, Monica Milton, Steven Sullivan and Jacqueline Wilson. All of them worked in the office of the U.S. State Department's former Economic Envoy to Northern Ireland Declan Kelly, who was appointed to his position by former Secretary of State Hillary Clinton.

Of these five, only two are still listed on Teneo's website, though Meahl's recent The New York Times wedding announcement state he was still "senior vice president and the chief of staff at Teneo Holdings."

Teneo did not respond to the Caller's request for comment.

"Teneo is a classic example of how the global financial system is rigged," William Black, former securities regulator and anti-corruption counselor to the World Bank, told Fox News. "Acting on insider information is critical to the success of its business plan."
