The concerns about Hillary Clinton's email server are bigger than her and her presidential campaign, Republican Sen. Chuck Grassley said Friday, but are more a matter of national security and about whether the government will abide by the law.

"They deal with whether or not our national security is going to be preserved and also the extent to which classified information should only be seen by people that have clearance to do that," the Iowa veteran senator, who chairs the Senate Judiciary Committee, told MSNBC's "Morning Joe" program.

Grassley said he had written eight letters to raise questions about the server and he plans to hold up 21 State Department nominations "to make sure we get answers to our letters."

But, Grassley said all he can do is raise questions about the former secretary of state's email practices.

"They deal with what we've already talked about, national security," said Grassley. "Is classified information being handled right? And, is the inspector general of the intelligence community getting the information that he needs and all of the emails."

This way, the inspector general can go through the emails to "see what classified information was maybe not handled properly, and then to make sure the law is enforced," said Grassley.

Grassley is attending the Iowa State Fair this weekend, where he is walking around with GOP candidates like Jeb Bush, John Kasich and Marco Rubio, but that doesn't mean he's making a selection, as he would walk around "with any candidate who wants me to as long as they do it on the days that I'm here."

And as far as Donald Trump, who planned to make his entrance in his personal helicopter at the fair, Grassley said that it is impossible to make a decision about who should be the GOP's eventual nominee.

"We won't know who is fit to be Republican nominee until you get to about December and have all of these debates and all of those sorts of things," said Grassley. "Seventeen is a big crowd, and if you ask me who would be the best candidate for president right now, I can't tell you. I have great faith in the process, both caucus process as well as a primary process in the other states and I think the cream rises to the surface and if Trump is part of that cream, he'll rise."
