Chinese President Hu Jintao promised reform of China’s political system today in his speech to the Communist Party Congress, citing government corruption that is threatening the regime. But it would be a mistake to think that democratic change of any sort is ahead for China. The communists have shown no desire to loosen their total grip on power, and are in fact showing increased confidence in China’s military might and its place on the world stage.
