California Gov. Jerry Brown has announced mandatory watering restrictions for his state as drought woes continue to deepen, the Los Angeles Times reports.

They are the first mandatory watering restrictions in state history.

"It's a different world," Brown said as he stood on grass where he said there should have been snow in the Sierra Nevadas. "We have to act differently."

Added Brown of the severity, according to ABC News: "Today we are standing on dry grass where there should be five feet of snow. This historic drought demands unprecedented action."

Brown is seeking a 25 percent reduction in water usage, marking about 1.5 million acre-feet of water in the coming nine months, the Times reported.

Golf courses are on the hook for reductions. And the state hopes to invoke some consumer-driven measures including replacing 50-million square feet of lawn turf around the state with more drought-tolerant landscaping along with encouraging residents to purchase water-efficient appliances, the Times said of the impact.

Most telling of the worsening problem was the state's snow pack, which has been severely diminished, marking the lowest rate since levels were measured in 1950, the Times said.

"It is such an unprecedented lack of snow," Frank Gehrke, chief of the California Cooperative Snow Survey Program, told the Times. "It's way below the records."

State lawmakers approved in committee a $1 billion proposal to assist water projects, with immediate drought-relief funding approved unanimously, the San Jose Mercury News reported.

"This is a serious issue, and we all need to take it to heart," Charles Konigsberg of Oakland, a former college horticulture teacher, told the Mercury News. He said he and his wife had cut about 50 percent of their own personal water use.
