Norquist, Chocola Support Perry's Flat Tax

Republican presidential candidate Rick Perry outlined his plan for an optional 20 percent flat tax Tuesday, and two conservative luminaries — Grover Norquist, president of Americans for Tax Reform, and Chris Chocola, president of the Club for Growth — are expressing support for the idea.

“Texas Gov. Rick Perry’s flat tax proposal is a powerful addition to the tax debate,” Norquist writes on Politico. Norquist compares the plan with the kind of product that Apple created under the late Steve Jobs: “seamless,” he says.

“As an alternative, it does not threaten those who have organized their lives around IRS preferences,” Norquist writes. “Perry’s alternative does not make the dangerous mistake of creating a VAT or sales tax in addition to the present mess, additional taxes that could grow like Topsy. The goal of bringing spending down to 18 percent of GDP is worth the price of admission.”

As for Chocola, he says in a statement that the plan would represent a massive boost for the economy. “A flat tax like the one proposed by Perry would unleash years of economic growth if it is passed into law,” Chocola says. “Furthermore, eliminating the tax on dividends and capital gains would immediately add trillions of dollars in new wealth to the economy, benefiting all Americans.”

Perry understands that comprehensive tax reform is a vital element of any plan to revive the economy, which has “nearly choked to death” on the present tax code, Chocola says. “Conservatives looking for a champion to carry the banner of a pro-growth tax reform will surely rally behind this bold proposal,” he maintains.

And Chocola expresses disappointment in Perry rival Mitt Romney, the presidential race’s front-runner, for his failure to support a flat tax. “He would be wise to avoid using class warfare when comparing his current proposals to those of Gov. Perry or Herman Cain,” Chocola says.

“The Club for Growth is looking for bold leadership on tax reform from the Republican nominee — not demagoguery or platitudes.”
