Question: Can a 35-year-old woman with Down syndrome and a mental age of 3also have depression or bipolar disorder?

Yes. Unfortunately, Down syndrome does not offer protection from depression or from bipolar disorder.
 
All of these conditions are possible and can coexist in a 35-year-old patient.
