Republican Sen. Rand Paul from Kentucky says he will make his decision about running for president in the spring of 2015, but by most reports, he has set his sights on the GOP nomination.

According to The Hill, Rand Paul is weighing his family obligations and public opinion. However, he has already received the endorsement of Senate Majority Leader Mitch McConnell (R-Ky.) who also said, "I'm a big fan of his…I think he's a very, very smart, capable guy."

Sen. Rand Paul is the son of retired Congressman Ron Paul (R-Texas) who has twice been a Republican presidential candidate and in 1988 was the nominee of the Libertarian Party. While Ron Paul has a devout following, he is considered too quirky to win a presidential campaign. Rand Paul on the other hand, is considered a serious contender who has a strong conservative and libertarian following.

Here are seven key political positions of GOP presidential hopeful Rand Paul:

1. Tea Party platform: Rand Paul is known for his support of the Tea Party movement, which in part seeks to reduce taxes, spending, and the size of government. However, an August McClatchy-Marist College Poll shows "Rand Paul’s support among the Tea Party has fallen from 20 percent in the previous poll to 7 percent currently."

2. Taxes and debt: Rand Paul supports lowering taxes which he says "gives working men and women the ability to take control of their own lives. It allows business owners to invest in their companies, pay their employees, and create new jobs." According to Paul, the national debt, which currently exceeds $18 trillion, needs to be addressed with a balanced budget and a dramatic reduction in spending.

3. Foreign policy: Rand Paul is known for his libertarian stance on issues of foreign policy, which, like his father Ron Paul, have bordered on isolationist. However, as his bid for the White House approaches, he has tried to moderate his position.

A recent CNN report quotes Paul, "We need a foreign policy that recognized our limits, preserves our might and a common sense conservative realism of strength and action." In addition, Paul said, "America should and will fight wars when the consequences — intended and unintended — are worth the sacrifice."

4. Abortion: As a conservative, Rand Paul is pro-life. He does make an exception in the case of the mother's health. According to Paul, "It is unconscionable that government would facilitate the taking of innocent life. I have stated many times that I will always support legislation that would end abortion or lead us in the direction of ending abortion."

5. Education: Rand Paul would like to see less government intervention in education, which he says is "eroding this nation's educational standards." In a video posted on Real Clear Politics, he said, "They sent rules down that don't help education, they hinder innovation. I would cut them out of the loop. I don't think you'd notice if the whole department was gone tomorrow."

6. Energy: Rand Paul supports expanding domestic energy. Although he has been critical of the coal industry, Yahoo News reports that Paul also criticized President Obama for planning to further regulate carbon output from power plants.

"This latest assault on our economy by President Obama will destroy jobs here in Kentucky and across the country, and will hurt middle class families by hiking their utility bills and straining their budgets.”

7. Civil liberties: Rand Paul is a conservative constitutionalist and is currently very concerned about the size and scope of the federal government. "In the last nine years, the federal government has expanded the scope of its power at an alarming rate, while blatantly ignoring the Constitution."
