Louisiana Gun Laws: Can Towns and Cities Make Local Rules?

Can cities enact gun regulations that differ from the state?

In Louisiana, the right to gun purchasing and concealed carry was affirmed the equivalent of "a basic human right," with the passing of Senate Bill 303 in 2012. A resounding 1.3 million Louisiana voters agreed that gun ownership was ""a fundamental right under strict scrutiny of the court." As reported by Ashley Portero in the International Business Times, the language of the bill is strong enough to challenge existing state laws that prohibit the concealed carrying of weapons on college campuses, churches and at sporting events.

In the legislative session of 2013, a flurry of bills were introduced that both tried to impose gun control measures and those that tried to further cement gun rights, as reported by Alex Woodward in Gambit, BestofNewOrleans.com

Overall, measures that would have obliged gun owners to take gun safety courses, keep guns locked at home, and take other precautions, failed.  Notably, a gun ownership rights bill that "publishing any information about concealed-weapon permit holders or applicants will be a crime in the state of Louisiana" passed into law.
