Political consultant Liz Cheney says the Obama campaign is preparing to take "gutter" politics to a new level by focusing attacks on Rep. Paul Ryan and his plan for tackling Medicare and other budget issues.

"We know the attacks are coming about, you know, the Paul Ryan plan and seniors," Cheney told Fox News' Sean Hannity Monday.

But she said she believes American voters will reject the negative attacks for what they are - a desperate attempt by President Barack Obama to deflect attention from the fact that he has "no substance."

"The more that the president's team and the president himself want to spend their time in the gutter and trying to tear people down . . . I think the better it is for all of us. They lose credibility," Cheney said.

The Fox News contributor stressed that Ryan's selection as Mitt Romney's vice presidential running mate indicates his "seriousness" about confronting the toughest issues facing the nation and that he's ready for the battle ahead, despite the negative attacks sure to come from the Obama campaign.

"What I see in the Ryan pick is seriousness in Gov. Romney. This is a fight we want," Cheney said. "We want to examine Obama's record and we want to talk about how we would do things differently.

"This is a fight I think they are signaling, saying we can win," she added . "They can win even without these distractions."

Cheney said Obama's biggest problem as he heads into the fall campaign is that he can't tell the American people to "re-elect us because it's worked so well." She said he can't even spell out what he plans to about the nation's debt and spending because he doesn't "believe it's a real problem."

"So at the end of the day, all they can do is trash our ticket." she continued. "I think in addition to showing that they don't have anything on substance, it just shows a real lack of respect for the voters. It shows a lack of respect for the nation and lack of respect for democracy."
