President Barack Obama's propensity to learn about scandals in the media is becoming legendary, says conservative pundit Charles Krauthammer.

Appearing as a panelist Monday on Fox News Channel's "Special Report," Krauthammer listed several scandals that the president says he learned of from the media, including the IRS targeting of conservatives and the Fast and Furious gun-running scandal.

On Monday, White House Press Secretary Jay Carney added another to the list. Carney said Obama first learned of the secret waiting lists at the Phoenix VA hospital from media reports.

"He acts as if – it was the same with the IRS, eavesdropping on the AP, and all the other scandals, the Obamacare launch – he stumbled upon the presidency and discovered all this horrible stuff is happening," Krauthammer said.

"He's in charge of these departments. At some point, you've got to ask, 'Where has he been, and where is the competence, the elementary competence, he promised when he ran in 2008?'"
