Texas Executes Mexican Citizen Despite U.S. Pleas

HOUSTON (Reuters) - Texas executed a Mexican national Thursday after the U.S. Supreme Court declined to act on concerns raised by the Obama administration regarding international treaty violations.

Humberto Leal Garcia, 38, was executed by means of lethal injection at a state prison in Huntsville after both the Supreme Court and Texas Governor Rick Perry declined to act on requests to delay. Leal Garcia was convicted of raping a 16-year-old girl and then bludgeoning her to death with a 35-pound piece of asphalt in Texas in 1994.
