Retired Lt. Col. Ralph Peters, now a Fox News analyst, says Russian President Vladimir Putin is a stronger leader than President Barack Obama because he actually believes in his country.

During a debate on Russia's invasion of Ukraine on Tuesday, Peters told host Sean Hannity and other panelists that despite Putin's reputation in the West, he is a "real leader."

"Vladimir Putin believes in Russia. He believes in Russia’s destiny, its mission," Peters said. "Obama does not believe in American exceptionalism. He does not believe in this country."

Putin is "brilliant and ruthless" and has "clear goals," Peters said, as opposed to Obama who is "incapable and unwilling to lead."

"The West lacks a leader. Like it or not, the president of the United States is the de facto leader of the West," he said.

America's military and wealth are far stronger today than during the presidency of Jimmy Carter, Peters said, but, "as a president, Obama is far weaker than Carter, and he's probably the worst president we ever had."
