TSA Expands 'Risk-Based' Security to Luggage

The Transportation Security Administration is moving toward a screening system that doesn't treat all passengers as the same level of risk, and now is expanding that method to luggage, The Los Angeles Times reports.

PreCheck lines at 115 airports now allow passengers who pass background checks to avoid the long security lines and shoe removal. And even in regular checkpoints, children and the elderly aren't treated as the same risk level as others.

The new system for baggage check is part of a $2.2-billion plan set to be implemented over the next five years, the Times reports, and will determine the risk level of each bag based on information about its owner.

Currently, all checked luggage receives the same level of scrutiny.

"TSA uses an intelligence-driven, risk-based approach to transportation security," TSA spokesman Ross Feinstein told the Times. "An integral part of that strategy is using advanced technology in passenger and baggage screening."

The announcement comes just as the Transportation Safety Administration reported a record day of guns at checkpoints across the country.

A total of 18 guns were seized at airport checkpoints on Thursday, reports WTVR-TV in Richmond, Va. Guns are allowed in checked baggage if they are unloaded, pack properly and declared to the airline.
