Former New Hampshire Gov. John Sununu predicts that when health insurance signups fall short of the White House's goal of 7 million, taxpayers will be forced to foot the bill.

"They're just going to go and raid the treasury," Sununu said Tuesday on Fox News Channel's "On the Record with Greta Van Susteren."

As of Feb. 28, 4.2 million people had enrolled under the Affordable Care Act, the government reports, and Sununu is among those predicting enrollments will not meet the government's goal of 7 million by March 31.

Sununu told Van Susteren that enrollments will be short by 2.5 million overall and by 1.5 million on young people, who are intended to help fund those older and sicker.

"This act is a complete failure," Sununu said. "It was designed to abuse the young folks and take their money to take care of the healthcare of old folks like me. It's not working. It's destroyed the best healthcare system . . . And the president still thinks he's done something."

Sununu also predicted that the pressure put on states to expand Medicaid will be "a ticking time bomb on state budgets for the next decade."
