The U.S. Environmental Protection Agency (EPA) couldn’t have selected a worse photograph to illustrate Hispanic Heritage month, particularly if officials had any interest at all in helping their boss win Florida in November.

The photograph the agency chose was of a man riding a horse-drawn buggy in front of a mural of Ernesto “Che” Guevara, according to The Miami Herald.

“Except for pictures of Fidel Castro, there are few images that can do more to outrage Cuban Americans — a pillar of Republican support in the largest county of the nation's largest swing state — like Che's,” according to the newspaper.

The Weekly Standard, which broke the story, also reported that the EPA appears to have plagiarized an entire paragraph of the accompanying text from the website Buzzle.com.

"Hispanic people are vibrant, socializing and fun loving people," the plagiarized text reads, according to the Herald. "Among various facts associated to this culture is that they have a deep sense of involvement in their family traditions and cultures."
