President Barack Obama’s effort to bypass Congress to implement some of his policy agenda hasn’t worked out too well. Obama has been upset by the fact that Republican control of the House since the beginning of last year has prevented him from turning his policy ideas into law.

So he has sought to work around Congress, but it hasn’t succeeded in any meaningful way, Politico reports. “Some initiatives involve little more than a new website, a pilot program or a brochure. Others are basically repackaged announcements of programs already well under way. Yet others are works in progress, waiting on the government bureaucracy to catch up with the urgency of Obama’s ‘we can’t wait’ mantra,” the news service states.

In the area of education, Obama said Republicans stood in the way of reform and announced in November that the White House would “take matters into our hands,” re-doing the rules for funding Head Start. But Obama neglected to mention that he was simply implementing a law Congress passed with bipartisan support, and almost five years ago at that.

In December, the president announced that he would extend minimum wage and overtime protections for certain health sector workers. But the benefits can’t be offered until the government finishes writing the rules, which could take months.
