Opinions are all over the map as to whether former Arkansas Gov. Mike Huckabee and former Alaska Gov. Sarah Palin will run for president next year. Count Grover Norquist, president of Americans for Tax Reform, as one who doesn’t expect either to make a bid.

"I don't think Huckabee's running . . . And I don't think the lady from Alaska's running," he said in an interview with The Hill Wednesday.

While both "appear to be thinking about it," neither one is putting together the staff needed to launch a campaign, Norquist said.

The two former governors may retain more clout in the Republican Party by staying out of the race, he added.

Regardless of who does run, Norquist said he’s unlikely to offer an endorsement during the primary season, especially if all the candidates signed his group's Taxpayer Protection Pledge.
