An East Berlin policeman puts concrete blocks in place to heighten the wall surrounding West Berlin to 15 feet as inhabitants of an apartment building watch. After many jumped to freedom from such buildings in the early days of the wall, authorities ordered that people could not live in the structures and many of the windows were cemented or boarded over.
