The Wall Street Journal slammed Sens. Ted Cruz and Mike Lee Tuesday, saying they must take responsibility when their bid to defund Obamacare falls flat.

The two men forced the hand of House Speaker John Boehner, saying they would mobilize "a grass-roots army," the paper said in an editorial. But "the legions never arrived."

Now Cruz says he will filibuster a bill that he pushed the House to pass, just so it won't get to a vote and then fail in the Senate

"If they do succeed and defund Obamacare, we'll gladly give them due credit," the Journal says, pointing out that such a scenario would be "a miracle for the ages."

Using a military analogy, the Journal likens the two first-term senators — Lee from Utah and Cruz from Texas — as the generals now in charge of Republican policy.

"But if things don't go well, let's not hear any excuses about 'the surrender caucus' or claims that it would all have worked out if only everyone were as brave and principled as the generals up at HQ."

The Journal points out that it has been in the forefront of anti-Obamacare measures, but says that Cruz and Lee have failed to realize the battle is all but over — at least for now.

"The question is how to oppose Obamacare when Republicans control only one house of Congress," it says.

"The only real way to repeal the law is to win elections."
