Wisconsin Gov. Scott Walker has signed a bill that requires all newborns to be tested for  critical congenital heart disease.

The legislation allows the Badger State to join at least 31 other states in requiring the test, the Milwaukee Journal Sentinel reports.

"This simple little test is about $4 and can save a life," Walker said as he signed the bill during a ceremony at Children's Hospital of Wisconsin in Milwaukee.

Critical congenital heart disease is the top killer of infants with birth defects. Last December, a Journal Sentinel investigation revealed that more than a dozen hospitals were not performing the important test.

The newspaper said a 2010 study revealed that nine newborns in Wisconsin died over a five-year period because their heart disease went undetected.
