Texas Sen. John Cornyn was to kick off of his re-election campaign Friday in Austin. Gov. Rick Perry was expected to be by his side.

But not Texas' other U.S. senator, Ted Cruz, The Houston Chronicle reported.

Cruz's reluctance to throw his support behind the Senate minority whip as he begins his bid for a third term is being viewed as political payback.

The pair appear to have been at odds since Cornyn refused to endorse Cruz in his Senate bid last year against Lt. Gov. David Dewhurst to replace retiring Sen. Kay Bailey Hutchison.

That led Cruz supporters to believe Cornyn, the Senate's No. 2 Republican, favored Dewhurst, a member of Texas' Republican old guard.

Earlier this year, Cruz called Cornyn a "good man" and a "friend." Still, he added, "I think it is likely that I am going to stay out of incumbent primaries across the country, either supporting incumbents or opposing incumbents."

His spokeswoman, Catherine Frazier, confirmed his stance this week.

Cornyn is kicking off his campaign by filing for re-election in Austin and staging a rally there, which will briefly be attended by Perry. His campaign said Cornyn "is running on a proven conservative record highlighting his commitment to economic prosperity and individual freedom."

Although some Republicans don’t think he's conservative enough, Cornyn has pointed to his ranking by the National Journal's as the second most-conservative senator.

So far, Cornyn has no major primary challenger. Filing deadline is Dec. 9, so it seems unlikely he will face any real primary competition.

Cornyn was elected in 2008 to his second six-year term after beating Democrat Rick Noriega, taking 55 percent of the vote.
