Former Navy officer Blaine Richardson, a staunch conservative, has announced he’ll run for Congress in Maine for the second time — vying for the seat currently held by Democratic Rep. Mike Michaud.

Richardson threw his hat in the ring Thursday night in an email sent out by the Maine Republican Party, the Bangor Daily News reports.

Richardson, who served as a captain in the U.S. Navy, ran unsuccessfully for the GOP nomination for Maine’s 2nd U.S. Congressional District in 2012.

He lost to then-Senate President Kevin Raye, who lost to Michaud in the general election.

"When I got into the race last year, I was a nonpolitician, and had no idea what we were doing . . . We’re much more focused, more sharp this time around," Richardson told the newspaper.

Among Richardson’s platform issues are a federal balanced budget amendment and reduction of the corporate tax rate.

He also supports the defunding of the Affordable Care Act, commonly known as Obamacare.

The last Republican to win the 2nd District was Olympia Snowe, who served from 1979 to 1995, after which she was elected to the U.S. Senate.

Democrats who plan to seek the seat this time around are State Sens. Emily Cain and Troy Jackson, and building contractor Alden Smith. Bangor City Councilor Joe Baldacci is also mulling a run.
