President Barack Obama’s campaign is targeting Congress in a new ad running in Florida and eight other states considered key to determining the winner of this year’s presidential contest.

The so-called “jobs” commercial doesn’t mention the election or Republican candidate Mitt Romney by name. Instead, it acknowledges the economy isn’t growing fast enough but still promotes the president’s record as one of job creation and urges viewers to pressure Congress into passing his American Jobs Act, which was introduced last year.

Story continues below video.

Parts of the Obama plan, including an extension of the payroll tax cut, have aleady been passed. But Republicans in Congress balked at a key piece of the proposal — Obama’s insistence on raising taxes on the nation’s highest income earners to help pay for it.

“We’re still fighting our way back from the worst economic crisis since the Great Depression,” the president says in the 30-second spot as video rolls of farmers, commuters, construction, and factory workers going about their business.

“Our businesses have created almost 4.3 million new jobs over the last 27 months, but we’re still not creating them as fast as we want,” Obama continues.

“The president’s jobs plan would put teachers, firefighters, police officers, and construction workers back to work. Right now,” a narrator joins in. “And it’s paid for by asking the wealthiest Americans to pay a little more.

“But Congress refuses to act. Tell Congress we can’t wait,” the ad concludes.

In addition to Florida, the ad is airing in Colorado, Iowa, Nevada, New Hampshire, Ohio, Pennsylvania, and North Carolina. Campaign officials told reporters it will also go national next week via cable networks.
