Former Utah Gov. Mike Leavitt had everything set for a smooth transition had his candidate for president, Mitt Romney, won the election.

That didn't happen, but Leavitt's outline on how the transition of power would have worked has been turned into a book, "Romney Readiness Project 2012: Retrospectives and Lessons Learned."

Leavitt unveiled the 138-page book on Wednesday, The Salt Lake Tribune reports. It discusses preparations that were being made for a Romney presidency, including vetting potential hires, developing policy papers, and enacting campaign promises.

"We had built a ship, it was ready to sail, all hands were on deck, the motors were warmed up and so it was a disappointment," Leavitt told The Salt Lake Tribune.

Still, people who have been involved in presidential transition teams on both sides of the political aisle have praised the work as a valuable tool for those who find themselves involved in future campaigns.

"I will highly recommend this book to future transitions," said Chris Lu, who was in charge of President Barack Obama's transition in 2009.

"I wish I had this book at the start," said Christopher Lidell, executive director of the Romney Readiness Project. "We were learning on the fly."

The book is a first because most campaigns prefer to keep any transition plans made before the election under wraps lest they be seen "measuring the drapes" for an office they might never occupy. But with only 77 or so days between the election and inauguration it is vital to have a plan in place before Americans actually go into the voting booth.

The book does detail what a Romney administration would have set out to do in its first 200 days: He would have waived requirements for the Obamacare, OK'd the Keystone Pipeline and opened more domestic oil drilling sites, among others.
