House Republicans are planning votes this month on legislation dealing with some of the nation’s most controversial issues. The strategy is unlikely to pass any laws, but should put Democrats in uncomfortable positions on the issues.

The move starts this week with a vote to repeal the healthcare-reform law, Politico reports. Next week comes a vote on defense spending. Then come votes on bills to ease regulatory burdens and finally votes on tax rates and tax reform.

Outside groups are prepared to launch publicity campaigns after the votes to alert constituents of unpopular votes by their Democratic representatives. For example, the American Action Network plans to spend more than $1 million on print advertisements, mail, robocalls and web videos to hit Democrats who vote for Obamacare and to support Republicans who vote to repeal it.

House GOP leaders have kept Mitt Romney’s presidential campaign in the loop about how the effort will play out. Mike Leavitt, head of Romney’s transition team, has conferred closely with House Republicans over the Obamacare repeal plan.

Republicans believe the votes will offer the public a clear view of the differences between their party and the opposition.

“Democrats can have the opportunity to say are they for the tax that Obamacare now is. Up or down, point-blank,” a GOP aide told Politico. “Are you for the sequester [automatic defense spending cuts]? Are you for all these regulations? Are you for the largest tax increase in American history? By the time they go into August, they’ll be on the record on every single one of these major issues, and that’s a pretty clear narrative for the American people to take a look at.”
