Top Democrats may have little faith that Texas' Democratic gubernatorial candidate, Wendy Davis, will win in November based on what the head of the Democratic Governors Association said and didn't say.

At an event in Washington on Tuesday, Vermont Gov. Peter Shumlin rattled off a list of the group's target races this year, with Maine, Pennsylvania, and Florida as the top three, along with another eight states, but Texas was notably omitted, the Los Angeles Times reported.

"We all understand Democrats haven't won Texas in a long time," Shumlin said, after a reporter noted the omission from the list of targeted states, according to the Times.

Texas has not elected a Democratic governor in more than two decades.

Davis, a state senator from Fort Worth, who rose to national fame for her successful 13-hour filibuster against new abortion restrictions, is running against GOP Attorney General Greg Abbott.

Her tenacity drew attention and funds from Democrats across the country, but momentum for her campaign appears not to have taken hold in the Lone Star State where Abbott is currently leading in double digits in recent polls, the Times reported.

The Davis campaign hit back at Shumlin's comments. Davis campaign manager Karin Johanson told the San Antonio Express-News that "the uninformed opinions of a Washington, D.C., desk jockey who's never stepped foot in Texas couldn't be less relevant to what's actually happening on the ground," the Times reported. She referred to the staffer at the DGA who prepared the governor's talking points.

Nonetheless, Shumlin's comments signaled that the DGA would not be contributing resources to Davis' efforts, even though the party has signaled it hopes that the state's growing minority population may one day swing the state blue.
