Michigan’s Republican Gov. Rick Snyder shocked members of both political parties by vetoing tough new voter registration requirements.

He refused to sign three bills which would have imposed tighter photo ID and citizenship requirements and put restrictions on voter registration drives, the Detroit Free Press reports.

He said the bills could produce “voter confusion among absentee voters.”

Snyder did sign 11 other bills as part of a voter reform package, but that action was overshadowed by the three he turned down.

Republican Secretary of State Ruth Johnson said she was “disappointed” that Snyder had vetoed the bills, and Rep. Brad Jacobsen, who had sponsored the photo ID bill, said, "I look forward to working with the governor to address his concerns in the near future.”

Democrat House Minority Leader Richard Hammel said, "The package as a whole would have discouraged thousands of Michigan voters from going to the polls and disenfranchised many more while doing nothing to make elections more fair."
