Republicans should try to impeach lower-ranking members of President Barack Obama's administration as a way of reining in their "bad behavior," says J. Christian Adams, a former Department of Justice lawyer.
"You don't just have to impeach Obama or [Attorney General Eric] Holder," Adams told "The Steve Malzberg Show" on Newsmax TV.

"Go after the lesser officials. That'll put a chill on the bad behavior," Adams said Monday.
He says the Obama administration has been busy stocking the Department of Homeland Security with left-wing employees who will push ultra-liberal ideals.
"You've got to give the Obama people credit: they know how to use power, and they have the power to affect the federal bureaucracy long after they're gone," Adams said.
"One of the ways they're doing it is by bringing in a swarm of radical, left-wing, open-borders ideologues to work at the Department of Homeland Security."
"There are literally dozens and dozens of them who have worked at open-borders groups like Latin Justice, the Mexican American Legal Defense Fund . . . and the ACLU Immigrant Rights Project . . . All of these groups that exist to keep the borders open."
Adams says Democrats are attempting to wring "every last drop of power out of the government, and embedding it and transforming it just like they promised they would do."
"And the folks in Congress — their chief weapon seems to be the strongly worded letter, and they don't use the tools the Founders gave them, like the power of the purse, like impeachment of lesser officials."
