Dick Morris: Obama Immigration Reform Aims to Increase Dem Voters

The Obama administration's position on immigration reform is focusing on pardoning so-called nonviolent, jailed illegal immigrants with the hope of increasing the Democratic voting demographic, according to one political analyst.

On Friday, Maryland Gov. Martin O'Malley, a Democrat, announced the Baltimore City Detention Center will stop automatically honoring requests by the federal government to hold immigrants for additional time for deportation.

Last week, Democratic Philadelphia Mayor Michael Nutter announced the city would end its agreement with the government to hold immigrants for deportation. Other cities around the country have also done so since Washington, D.C., became the first city to opt out in 2010.

According to The Baltimore Sun, the move by O'Malley is aimed at reducing the number of deported immigrants who do not have criminal records.

But political analyst Dick Morris told J.D. Hayworth and John Bachman on "America's Forum" on Newsmax TV that he believes this is part of a plan by the Democrats and the Obama administration to redefine the notion of an illegal immigrant.

"This is part of a two-part offensive by this administration," Morris said. "The one part is to legitimize illegal immigrants who came to the United States and only deport those who commit violent crimes. And the second part of it is to release from prison those who were convicted and incarcerated for nonviolent offenses — which basically means drug dealing and large-scale drug possession."

"You're to see wholesale clemencies from the Obama White House to release people who are currently in prison on nonviolent offenses, and then, by the way, to try to get them to sign up and vote," Morris said.

He said that in his estimation, many narcotics convictions should in fact be considered violent offenses.

"I question the whole idea of a nonviolent offense," Morris said. "To me, selling heroin to a 16-year-old is a violent offense. I would call it attempted murder, but Obama is now basically saying the only people in jail should be violent felons and the only people deported should be people who commit crimes of violence while they're here.

"It's OK if you are here illegally and you sell drugs — it's fine, no problem, we're not going to deport you. Just don't kill anybody."

According to Morris, the action taken by O'Malley has less to do with his potential White House aspirations in 2016 than it does with advancing the Obama administration agenda.

"I'm not sure O'Malley would be a serious contender," Morris said. "But what you can see is the push to the left. This is a wholesale effort while Obama still has the Senate and still is president to redefine illegal immigration so you're mainstreaming the people who came here illegally — may have resisted deportation orders, may have committed crimes while they're here, but they are nonviolent crimes — and to redefine those who should be incarcerated, essentially to release those who are not in jail on violent felonies.

"Data just came out two days [ago] where they found that a third of them were back in jail in six months. Half of them were back in jail in one year, two thirds were back in jail in three years, and three-quarters were back in jail in five years.

"Now, many of these people were allegedly nonviolent, but come on. If you have a huge amount of drugs you're probably selling and if you're selling it you're probably violent [even though] we haven't caught you doing that yet ... sometimes we do, but it gets plea bargained down, [so] allegedly they are nonviolent even when there is violence [involved].

"So this is totally phony, and it's all designed for one purpose: to manufacture additional votes for the Democratic Party."
