Barack Obama has become a "lame duck president" because of the Affordable Care Act debacle and Bill and Hillary Clinton are helping lead the charge against him, says Rep. Mike Kelly of Pennsylvania.

"The American people now understand that this is lame duck president who's really going to have a difficult time getting anything done from here on out," the Republican lawmaker told Joe Concha, guest host of "The Steve Malzberg Show" on Newsmax TV.

Story continues below video.

"The Clintons have been very patient and waited for their opening and their opportunity. What Bill Clinton did to the president the other day was kind of make him irrelevant."

The Clintons "don't forget when things go opposite of the way they'd like them to go. So this is an opportunity for Bill Clinton to really show just how inept this guy is."

Kelly, co-sponsor of the "Keep Your Health Plan Act," which passed by a bipartisan majority vote of 261-157 on Friday, is alarmed by the president's ongoing tweaking of the healthcare law.

"The president picks and chooses what he wants to enforce when it comes to the law. But for us, we go through a process that is one that the American people expect and we have to live up to that," Kelly said.

"We try to hold him accountable in the ways that people expect us to hold him accountable, and turn it away from about him as a person because that seems to be the problem all the time.

"People say, I kind of like him. It has nothing to do with his personality to me, it has all to do with his performance and more importantly his lack of performance and the inability to actually run this country the right way."

Kelly said Obama was a master at running for election but "not very good" at running the country.

"The American people will forgive you for a lot of things, they'll forgive you for making mistakes, but they won't forgive you for lying to them for three years and that doesn't matter how you're registered," he said.

"That's just the American values, we expect honesty."
