"We can bring Putin to his knees on the natural gas question, and that is something that has to be given consideration," he said.
The world's largest natural gas reserves are in Russia, and the European Union is its primary export market. However, Russia comes in second to the United States for natural gas production.
"The only hard currency that comes into Russia is in the form of natural gas or money," the president of the London Center for Policy Research said.
"The United States can sell natural gas at a price lower than what the Russians are presently charging and if we were to do that, we could obviously create an environment where the Russians have to change their way or move back," London contends.
The move would end up "bankrupting their country," he added.
"That is a decision that could be made by the president."
