Calling President Barack Obama out by name in the beheading video of a second American journalist by the Islamic State (ISIS) is evidence that the terror organization is blatantly attempting to goad the United States into some type of action, according to former CIA analyst Lisa Ruth, who appeared on Newsmax TV's "America’s Forum" Wednesday with fellow former CIA analyst Fred Fleitz.

"ISIS is very clearly trying to bait us into action," she said. "They're trying to say this is because of the airstrikes, they actually said that, and calling out the president by name was a tactic, a very specific tactic. For the U.S, I don't really think it's going to change anything. We're not going to respond to this much like the beheadings are not going to either dissuade us or push us into actions."

While ISIS' action are vile, the U.S. cannot base policy actions based on it, according to Ruth.

Fleitz said intelligence officials are studying the video – including the use of spy satellites – to determine the location so that airstrikes can possibly be conducted against the perpetrators.

Intelligence officials are also investigating 11 passenger planes reported missing from Libya on Tuesday.

"A coalition of Islamist militants took over the airport they're now actually in control of Tripoli and the latest intelligence, both U.S. and Moroccan intelligence, is reporting there is credible information that they could be used in a terrorist attack marking 9/11," Ruth said.

"That's what we know. From there you get extrapolating. There's talk about attacks in North Africa or the Middle East where there tends to be less security obviously than coming to the U.S. but certainly it's a troubling development.

"The violence is spiraling, there's no central government control. No one is in control and these planes missing – is a very serious concern."
