The people most entrusted with preventing terrorist attacks on the United States have so completely failed to address the threat posed by Islamic radicals that they should be fired and then prosecuted for negligence, a former FBI counter-terror agent told Newsmax TV on Tuesday.

The top tier of U.S. national security and law enforcement leadership "needs to be gutted, and those who the Department of Justice can charge — they should be arrested and charged," John Guandolo, author of  "Raising a Jihad Generation," told "MidPoint" host Ed Berliner.

Pressed to explain why U.S. officials, of all people, should be prosecuted, Guandolo singled out his former boss, then-FBI Director Robert Mueller, in connection with the deadly Boston Marathon bombings of 2013.

"For a national security leader like the former FBI director to say, in an open session of Congress, he didn't know that the mosque where the Boston bombers were quote-unquote 'radicalized' was created by an al-Qaida guy who we have in jail, that the FBI arrested — that's just gross criminal negligence," said Guandalo.

Guandalo is a Marine Corps veteran of Operation Desert Storm who joined the FBI in 1996 and after 9/11 developed the bureau's first counter-terror training and education program. He later founded a strategic consulting firm, Understanding the Threat.

He said that in 13 years since 9/11, through all the fighting in Iraq, Afghanistan and beyond, "the United States national security apparatus still to this day has failed to identify the enemy, and identify it for what it is."

"And yet, al-Qaida, Hezbollah, Hamas, the Muslim Brotherhood, Tablighi Jamaat, Jamaat-e-Islami — you name it — they all say we're Muslims waging jihad in order to impose Sharia and establish the global Islamic state, the caliphate," said Guandalo.

"Our national security apparatus continues to say that what we're facing has nothing to do with that, and I consider that to be psychotically disconnected from reality."
