President Barack Obama's claim that Republicans are focusing on "phony scandals" is an attempt at distraction and erodes the public's trust in government, says Republican Rep. Paul Ryan of Wisconsin.
"This is just arrogance of power. They are in campaign mode and they're ignoring this," Ryan said Wednesday on Fox News' "On the Record with Greta Van Susteren."
Even Democrats in Congress who are involved in the investigations into the IRS, Benghazi, and NSA leaks aren't calling them "phony," Ryan said.

People need to have trust in their government, Ryan said, and they know the IRS targeted people based on their political beliefs.
"When our commander-in-chief says, 'This is phony, there's no reason to be concerned about this, there's nothing to see here,' that's just arrogance," he said.
The administration is trying to change the subject, Ryan said, because nothing is going the president's way.
Faith in Obamacare is dropping, the economy is still slow and people are suffering with stagnant jobs and stagnant wages, he said.
