On Friday, President Barack Obama will respond to recommendations by a panel he named to address intelligence and privacy concerns stemming from the illegal disclosure of classified documents by former NSA technician Edward Snowden. While some reforms are inevitable due to the public concerns about NSA electronic surveillance programs, Obama reportedly plans to adopt several recommendations that would undermine important intelligence collection tools, shield terrorist communications from the NSA, and extend privacy rights to foreign citizens abroad.
