Syrian President Bashar al-Assad’s offer to give up control of Syria’s chemical weapons should not be seen as the end of the affair, for Syria, for Russia, or for the West. It is, rather, the beginning of an even more complicated round of diplomacy that will test U.S. leadership in the world given that finding a way to identify, monitor and arrange the removal of Syria’s chemical weapons will be an almost impossible task.
