Japan is working on a multi-step plan to help the nearly 60,000 of its residents currently in South Korea in the event of a war with North Korea.

Nikkei Asian Review reports that Japanese Prime Minister Shinzo Abe spoke with lawmakers Monday and said the possibility of tensions between North Korea and the West boiling over is growing more likely.

"There is a possibility of further provocations," Abe said. "We need to remain extremely vigilant and do everything we can to ensure the safety of our people."

Keeping the 57,000 or so Japanese citizens currently in South Korea safe if the United States conducts a military strike on North Korea would involve an evacuation plan — even before a planned strike occurs, which would likely tip off the North Koreans.

"If the U.S. decided on a military strike against the North, the Japanese government would start moving toward an evacuation on its own accord regardless of whether the American plans are public," Abe said.

Nikkei reports that there are several layers of plans in the works for Japan, depending on what exactly is happening on the Korean peninsula. On the table are discouraging all travel to South Korea, asking Japanese residents to flee South Korea via commercial flights, issuing shelter-in-place orders if an attack is underway, and taking refuge at safe zones scattered throughout the country.

North Korea has conducted multiple missile tests this year, and over the weekend it tested a nuclear weapon underground. President Donald Trump called the reclusive nation's actions "very hostile and dangerous."

Defense Secretary James Mattis added, "Any threat to the United States or its territories, including Guam or our allies, will be met with a massive military response — a response both effective and overwhelming."
