Five foreign embassies and consulates in Libya have been attacked by militants this year, turning the country into a war zone for diplomats. Foreign governments are responding by evacuating citizens, creating a brain drain of experts that is weakening Libya’s fragile government and economy, and raising the risk of Libya becoming a failed state.
