President Barack Obama, saying he believes that 2014 can be a breakthrough year for America, again promised to move ahead on his agenda without Congress if necessary.

In his weekly radio and Internet address, Obama says the U.S. is primed to bring back jobs lost in the recession or to overseas competitors. But he says to make that happen, the U.S. must act to create good-paying jobs and increase economic opportunity.

"Where Congress isn't acting, I'll act on my own," he said.

Obama says he wants to work with Congress on jobs, infrastructure and immigration.  But he says he'll do what is necessary to create opportunity.

"That's what I did in Raleigh," he said, citing a new manufacturing innovation institute the government helped launch in North Carolina.
